日前,國家發(fā)展改革委、水利部聯(lián)合印發(fā)了《國家節(jié)水行動方案》,計劃到2020年,節(jié)水政策法規(guī)、市場機制、標準體系趨于完善,萬元國內(nèi)生產(chǎn)總值用水量、萬元工業(yè)增加值用水量較2015年分別降低23%和20%。
Recently,the State Development and Reform Commission and the Ministry of Water Resources jointly issued the National Water Saving Action Plan.It is planned that by 2020,water saving policies,regulations,market mechanism and standard system will be improved,and water consumption of 10,000 yuan of gross domestic product and 10,000 yuan of industrial added value will be reduced by 23%and 20%respectively compared with 2015.
根據(jù)統(tǒng)計數(shù)據(jù)顯示,截至2017年底,我國人均水資源量為2074.53立方米/人,僅為世界平均水平的1/4,是聯(lián)合國13個貧水國之一,特別是北方和部分東部地區(qū)人均水資源量嚴重偏低。而水資源量嚴重偏低的一個重要原因就是跑水漏水現(xiàn)象的出現(xiàn)。據(jù)了解,我國的單位管長漏損量為1.86立方米/千米·時,遠高于發(fā)達國家的水平。
According to the statistical data,by the end of 2017,China's per capita water resources amount was 2074.53 cubic meters per person,only 1/4 of the world average level.It is one of the 13 poor countries in the United Nations,especially in the north and some Eastern regions.An important reason for the serious low water resources is the emergence of water leakage.It is understood that the unit pipe length leakage of our country is 1.86 cubic meters/kilometers per hour,which is much higher than that of developed countries.
我國共有660多個城市,2500多個縣城和30000多個行政建制鎮(zhèn),每個城鎮(zhèn)基本上都擁有給水排水系統(tǒng),要想對跑水漏水現(xiàn)象進行全面監(jiān)測,并不容易。同時大部分水務(wù)管理水平低下,漏損檢測設(shè)備的檢測精度和穩(wěn)定性不高,僅靠儀器設(shè)備無法解決大規(guī)模管網(wǎng)漏損檢測難題。為此,《國家節(jié)水行動方案》提出,要加強大數(shù)據(jù)、人工智能、區(qū)塊鏈等新一代信息技術(shù)與節(jié)水技術(shù)、管理及產(chǎn)品的深度融合。
There are more than 660 cities,more than 2500 counties and 30,000 administrative towns in China.Each town basically has a water supply and drainage system.It is not easy to monitor the phenomenon of water leakage in an all-round way.At the same time,most of the water management level is low,and the detection accuracy and stability of leakage detection equipment are not high.It is impossible to solve the problem of large-scale pipeline leakage detection only by means of instruments and equipment.Therefore,the National Water Saving Action Plan proposes to strengthen the deep integration of new generation information technology such as big data,artificial intelligence and block chain with water saving technology,management and products.
業(yè)內(nèi)人士認為,可以在用水監(jiān)控信息技術(shù)研發(fā)、節(jié)水產(chǎn)品研發(fā)等方面,引入大數(shù)據(jù)、人工智能、虛擬現(xiàn)實等技術(shù),實現(xiàn)用水及節(jié)水管理的智慧化。例如,形成跨行業(yè)、跨領(lǐng)域、跨地區(qū)的節(jié)水大數(shù)據(jù)組織、分析、存儲、共享、自我學習技術(shù),打造集智能感知、智能仿真、智能診斷、智能預(yù)報、智能調(diào)度、智能控制、智能處置和智能評價等功能于一體的智慧化節(jié)水管理應(yīng)用平臺等,智慧水務(wù)應(yīng)運而生。有的企業(yè)已經(jīng)在水務(wù)行業(yè)相關(guān)傳感器及智能儀表,供水管網(wǎng)及設(shè)備監(jiān)測控制設(shè)備、水務(wù)物聯(lián)網(wǎng)、水力模型及水務(wù)集成智能軟件等領(lǐng)域取得了重要的突破。
Industry insiders believe that large data,artificial intelligence,virtual reality and other technologies can be introduced in the research and development of water monitoring information technology and water-saving products to realize the wisdom of water use and water-saving management.For example,the formation of large data organization,analysis,storage,sharing and self-learning technology for water-saving across industries,fields and regions,and the creation of intelligent water-saving management application platform integrating intelligent perception,intelligent simulation,intelligent diagnosis,intelligent prediction,intelligent dispatching,intelligent control,intelligent disposal and intelligent evaluation functions,etc.,emerged as the times require.Some enterprises have made important breakthroughs in water industry related sensors and intelligent instruments,water supply network and equipment monitoring and control equipment,water Internet of things,hydraulic model and water integrated intelligent software and other fields.
智慧水務(wù)可以通過數(shù)采儀、無線網(wǎng)絡(luò)、水質(zhì)水壓表等在線監(jiān)測設(shè)備實時感知城市供排水系統(tǒng)的運行狀態(tài),采用可視化的方式有機整合水務(wù)管理部門與供排水設(shè)施,形成的“城市水務(wù)物聯(lián)網(wǎng)”,將海量水務(wù)信息進行及時分析與處理,并做出相應(yīng)的處理結(jié)果輔助決策建議,以更加精細和動態(tài)的方式管理水務(wù)系統(tǒng)的整個生產(chǎn)、管理和服務(wù)流程,從而達到“智慧”的狀態(tài)。
Intelligent water service can real-time perceive the operation status of urban water supply and drainage system through online monitoring equipment such as data acquisition instrument,wireless network,water quality pressure meter and so on.It integrates water management departments and water supply and drainage facilities in a visual way,forms the"Urban Water Internet of Things".The massive water information is analyzed and processed in time,and the corresponding processing results are made to assist decision-making.It is suggested that the whole production,management and service process of the service system be managed in a more refined and dynamic way,so as to achieve the state of"wisdom".
比如說,智慧水務(wù)系統(tǒng)可以通過監(jiān)測用戶的用水曲線來對漏損水現(xiàn)象進行管理。一般情況下用戶用水總歸有用和不用的時候,那么監(jiān)測到的用水曲線會有波動。如果監(jiān)測發(fā)現(xiàn)用水量是一根線,而且半夜里用水量也是恒定的話,監(jiān)測人員就會提醒用戶要排查家里用水設(shè)備。此外,智慧水務(wù)系統(tǒng)可以通過智慧調(diào)峰系統(tǒng),就可以在高峰與低谷的時候,在不增加或減少出廠水壓情況下,自動調(diào)節(jié)水壓和水量,降低漏損減少爆管事件發(fā)生。

Recently,the first"intelligent water experiment base"in China was built in Qingpu,Shanghai.It combines the water supply industry with artificial intelligence,and is at the forefront of the country.There are more than 20 large-scale water supply facilities and equipment,more than 200 sets of various types of hardware sensors and more than 5000 meters of pipeline system in the base.At the same time,the combination of the most advanced AI algorithm and other technologies can provide accurate simulation experiments for large-scale water supply system,and more effectively solve the system pressure imbalance,pipeline leakage and other difficult problems.At the same time,it will also train more hands-on and capable new water talents for the society,and help the long-term development of China's intelligent water affairs.
從現(xiàn)實需求和發(fā)展現(xiàn)狀來看,我國未來節(jié)水技術(shù)推廣和產(chǎn)業(yè)化空間很大。目前,國家正在積極推進各行業(yè)節(jié)水技術(shù)的推廣與集成應(yīng)用。智慧水務(wù)可以最大化的減少漏損水現(xiàn)象的發(fā)生,保護水資源,未來還有很大的發(fā)展前景。
