5月5日,河南省鄭州市發(fā)布《鄭州市加大全社會(huì)研發(fā)投入的若干政策措施》《鄭州市進(jìn)一步加快推進(jìn)創(chuàng)新創(chuàng)業(yè)載體發(fā)展的若干政策措施》《鄭州市支持科技型企業(yè)融資發(fā)展的若干政策》3項(xiàng)政策,拿出真金白銀來(lái)支持企業(yè)的研發(fā)。
On May 5,Zhengzhou City of Henan Province issued three policies,namely,Several Policies and Measures for Enlarging the Social R&D Investment in Zhengzhou City,Several Policies and Measures for Further Accelerating the Development of Innovation and Entrepreneurship Carriers in Zhengzhou City,and Several Policies for Financing Development of Science and Technology Enterprises in Zhengzhou City,to support the R&D of enterprises with real gold and silver.
文件提出,將對(duì)科技雛鷹企業(yè)、科技小巨人企業(yè)、科技瞪羚企業(yè)和科技創(chuàng)新龍頭企業(yè)進(jìn)行補(bǔ)貼,最高開(kāi)出2000萬(wàn)元的獎(jiǎng)勵(lì);對(duì)新認(rèn)定的國(guó)家、省、市級(jí)眾創(chuàng)空間、星創(chuàng)天地、科技企業(yè)孵化器等載體給予最高200萬(wàn)元補(bǔ)助;對(duì)科技型企業(yè)融資難、融資貴問(wèn)題提供解決方案,在扶持科創(chuàng)板、創(chuàng)業(yè)板上市企業(yè)方面,最高給予500萬(wàn)元獎(jiǎng)勵(lì)。
The document proposes that subsidies will be given to science and technology hawk enterprises,science and technology giant enterprises,science and technology gazelle enterprises and leading enterprises of science and technology innovation,with a maximum of 20 million yuan award;subsidies of up to 2 million yuan will be given to newly recognized carriers such as state,provincial and municipal public creation space,star creation heaven and earth,and incubator of science and technology enterprises;and solutions to the financing difficulties and expensive problems of science and technology enterprises will be provided.In support of enterprises listed on the GEM and GEM,the highest award is 5 million yuan.
儀器儀表作為制造業(yè)的重要組成部分,在工業(yè)生產(chǎn)中發(fā)揮著重要的作用,在一些高端研發(fā)項(xiàng)目中,儀器儀表更是有著不可替代的作用,一直都受到全世界的重視,尤其是對(duì)于我國(guó)而言。眾多周知,受起步晚等因素的影響,我國(guó)儀器儀表制造行業(yè)存著著發(fā)展薄弱,技術(shù)水平低等問(wèn)題,在很多核心技術(shù)上還沒(méi)有取得突破,同時(shí)在國(guó)外大型企業(yè)的涌入下,國(guó)產(chǎn)儀器儀表行業(yè)的市場(chǎng)在不斷的壓縮,這也進(jìn)一步限制了國(guó)產(chǎn)儀器儀表行業(yè)的發(fā)展,造成了惡性循環(huán)。2019年年初,國(guó)際巨頭自恃產(chǎn)品技術(shù)先進(jìn)而大幅漲價(jià)的事情引起了諸多高校的共鳴,也揭開(kāi)了國(guó)產(chǎn)儀器儀表行業(yè)的遮羞布。據(jù)了解,截至2018年,全國(guó)共約有1800臺(tái)核磁共振波譜儀,其中1400多臺(tái)是一家國(guó)外供應(yīng)商的產(chǎn)品,國(guó)產(chǎn)的僅有50臺(tái)。
Instruments,as an important part of manufacturing industry,play an important role in industrial production.In some high-end R&D projects,instrumentation plays an irreplaceable role.It has always been paid attention by the whole world,especially for China.As we all know,due to the late start and other factors,there are some problems in the instrument manufacturing industry in China,such as weak development and low technology level,which have not made breakthroughs in many core technologies.At the same time,with the influx of large foreign enterprises,the market of domestic instrument industry is constantly shrinking,which further limits the development of domestic instrument industry and causes malignancy.Cycle.At the beginning of 2019,the international giants'self-reliance on the advanced technology of their products and the dramatic price increase aroused the resonance of many colleges and universities,and also unveiled the shame of the domestic instrument industry.It is understood that as of 2018,there are about 1800 NMR spectrometers in China,of which more than 1400 are products from a foreign supplier,and only 50 are made in China.
為了推動(dòng)儀器儀表企業(yè)進(jìn)行研發(fā),我國(guó)也在通過(guò)國(guó)家自然科學(xué)基金、國(guó)家科技重大專項(xiàng)、國(guó)家重點(diǎn)研發(fā)計(jì)劃、技術(shù)創(chuàng)新引導(dǎo)專項(xiàng)(基金)和基地人才專項(xiàng)等計(jì)劃,為儀器儀表企業(yè)提供資金和指導(dǎo)。近10年來(lái),中國(guó)基礎(chǔ)研究投入總額以年均增幅近15%的速度快速增長(zhǎng),從2006年的155.8億元增長(zhǎng)到2017年的975.5億元,投入的資金在不斷的增加。

在科技部發(fā)布的經(jīng)費(fèi)總概算約6億元的國(guó)家重點(diǎn)研發(fā)計(jì)劃重點(diǎn)專項(xiàng)2018年度項(xiàng)目申報(bào)指南中,就對(duì)多個(gè)儀器儀表項(xiàng)目進(jìn)行了規(guī)劃。比如說(shuō),基于語(yǔ)義交互集成的儀器儀表新型體系架構(gòu);基于量子效應(yīng)的儀表原位標(biāo)校技術(shù);具備邊緣計(jì)算能力的新型儀器儀表;面向惡劣環(huán)境的儀器儀表可靠性設(shè)計(jì)及驗(yàn)證技術(shù);高性能真空監(jiān)測(cè)儀表;特種工況實(shí)時(shí)在線測(cè)量?jī)x表;高性能特種控制閥等。

受這些措施的引導(dǎo),我國(guó)在很多領(lǐng)域的創(chuàng)新及市場(chǎng)新主體都實(shí)現(xiàn)了大量增加,創(chuàng)新活力不斷釋放,不少企業(yè)都在持續(xù)不斷的進(jìn)行新技術(shù)的研發(fā)。2017年,企業(yè)研發(fā)經(jīng)費(fèi)投入13733億元,占全社會(huì)投入的78.5%。此外,匯中股份、積成電子、三川智慧、新天科技、寧波水表等企業(yè)在2018年對(duì)NB-IoT技術(shù)研發(fā)投入逐漸增加,費(fèi)用支出占營(yíng)業(yè)總成本的20%以上。

資金的持續(xù)投入也推動(dòng)了一批重大科技成果相繼問(wèn)世。據(jù)不完全統(tǒng)計(jì),我國(guó)主導(dǎo)制定的《國(guó)際標(biāo)準(zhǔn)ISO 16063-33:2017“振動(dòng)與沖擊傳感器校準(zhǔn)方法:磁靈敏度測(cè)試”》、《顯微鏡光學(xué)關(guān)鍵部件聯(lián)接尺寸》、《測(cè)量、控制和實(shí)驗(yàn)室用電氣設(shè)備的安全要求第2-203部分:工業(yè)通信設(shè)備的特殊要求)》均已立項(xiàng)或者出版。隨著新技術(shù)的研發(fā),國(guó)產(chǎn)儀器儀表行業(yè)有望在國(guó)際市場(chǎng)上掌握主動(dòng)權(quán)。

目前,我國(guó)正在積極構(gòu)建以企業(yè)為主體、產(chǎn)學(xué)研融合的技術(shù)創(chuàng)新體系,對(duì)于儀器儀表企業(yè)來(lái)說(shuō),將是大展身手的良機(jī)。一方面,儀器儀表企業(yè)要加強(qiáng)戰(zhàn)略研判,提高判斷能力,增強(qiáng)科技創(chuàng)新政策的前瞻性預(yù)見(jiàn)性系統(tǒng)性,另一方面,儀器儀表可以聯(lián)合高校和科研院所組建產(chǎn)學(xué)研用聯(lián)合體,聯(lián)合開(kāi)展核心技術(shù)研發(fā)攻關(guān),實(shí)現(xiàn)技術(shù)的核心突破。
At present,China is actively building a technology innovation system with enterprises as the main body and integration of industry,education and research.For instrument enterprises,it will be a good opportunity to show their skills.On the one hand,instrumentation enterprises should strengthen strategic research and judgment,improve judgment ability,and enhance the forward-looking and predictive system of science and technology innovation policy.On the other hand,instrumentation enterprises can combine universities and scientific research institutes to form a production-learning-research association,jointly carry out research and development of core technologies,and achieve core breakthroughs in technology.
