A few days ago,the National Legal Metrology and Management Metrology Technical Committee issued a draft of"Rules for Measuring and Testing Energy Efficiency of Computer Displays"for comments,and asked members and relevant units for comments.

 

　　節(jié)約資源是我國的一項(xiàng)基本國策，為節(jié)約能源，《中華人民共和國節(jié)約能源法》和《能源效率標(biāo)識(shí)管理辦法》明確規(guī)定國家對(duì)使用面廣的用能產(chǎn)品，實(shí)行能源效率標(biāo)識(shí)管理。

 

　　Saving resources is a basic national policy of our country.In order to save energy,the Energy Conservation Law of the People's Republic of China and the Measures for the Management of Energy Efficiency Marking clearly stipulate that the State shall implement energy efficiency marking management for widely used energy products.

 

　　計(jì)算機(jī)顯示器是一種人們?nèi)粘９ぷ?、學(xué)習(xí)和生活不可或缺的顯示設(shè)備，也是一種用能產(chǎn)品。國家制定了GB 21520-2008《計(jì)算機(jī)顯示器能效限定值及能效等級(jí)》和CEL-014《計(jì)算機(jī)顯示器能源效率標(biāo)識(shí)實(shí)施規(guī)則》，并于2009年3月1日開始對(duì)其實(shí)施能效標(biāo)識(shí)管理。與這兩個(gè)技術(shù)文件對(duì)應(yīng)的JJF 1261.6-2012《計(jì)算機(jī)顯示器能源效率標(biāo)識(shí)計(jì)量檢測(cè)規(guī)則》于2012年發(fā)布實(shí)施，該規(guī)則的發(fā)布實(shí)施為政府計(jì)量部門開展計(jì)算機(jī)顯示器能源效率標(biāo)識(shí)計(jì)量監(jiān)督檢查提供了有力的技術(shù)支撐。

 

　　Computer display is an indispensable display device for people's daily work,study and life.It is also an energy product.The State has formulated GB 21520-2008"Computer Display Energy Efficiency Limitation Value and Energy Efficiency Level"and CEL-014"Implementation Rules for Computer Display Energy Efficiency Identification",and started to implement energy efficiency identification management on March 1,2009.JJF 1261.6-2012,which corresponds to the two technical documents,was issued and implemented in 2012.The promulgation and implementation of the rules provide a strong technical support for the government Metrology Department to carry out the monitoring and inspection of energy efficiency identification of computer monitors.

 

　　在2015年和2016年，國家分別發(fā)布了新版的GB 21520-2015《計(jì)算機(jī)顯示器能效限定值及能效等級(jí)》和CEL 014-2016《計(jì)算機(jī)顯示器能源效率標(biāo)識(shí)實(shí)施規(guī)則》，并于2016年10月1日開始實(shí)施。由于2015版標(biāo)準(zhǔn)與2008版標(biāo)準(zhǔn)相比，在顯示器的分類、能效等級(jí)的劃分、能效參數(shù)要求及測(cè)試方法上變化較大，對(duì)JJF 1261.6-2012《計(jì)算機(jī)顯示器能源效率標(biāo)識(shí)計(jì)量檢測(cè)規(guī)則》的修訂勢(shì)在必行，因?yàn)樽?016年10月1日后，將無法依據(jù)JJF 1261.6-2012開展對(duì)顯示器能效標(biāo)識(shí)的計(jì)量監(jiān)督檢查工作。

 

　　In 2015 and 2016,the state issued the new edition of GB 21520-2015"Computer Display Energy Efficiency Limitation Value and Energy Efficiency Level"and CEL 014-2016"Implementation Rules for Computer Display Energy Efficiency Identification",which were implemented on October 1,2016.Compared with the 2008 edition,the 2015 edition of the standard has great changes in the classification of monitors,the classification of energy efficiency levels,the requirements of energy efficiency parameters and testing methods,so it is imperative to revise the JJF 1261.6-2012"Measuring and Testing Rules for Energy Efficiency Identification of Computer Displays".Since October 1,2016,it will not be possible to monitor the energy efficiency of monitors according to JF 1261.6-2012.Supervise inspection work.

 

　　根據(jù)原國家質(zhì)檢總局計(jì)量技術(shù)法規(guī)制修訂任務(wù)的安排，江蘇省計(jì)量科學(xué)研究院受中國計(jì)量協(xié)會(huì)委托，作為主要起草單位負(fù)責(zé)牽頭修訂了《計(jì)算機(jī)顯示器能源效率計(jì)量檢測(cè)規(guī)則》，主要起草單位還有中國計(jì)量科學(xué)研究院，參加起草單位包括：福建省計(jì)量科學(xué)研究院，天津市計(jì)量監(jiān)督檢測(cè)科學(xué)研究院，天津三星電子有限公司，華碩電腦(上海)有限公司。

 

　　According to the arrangement of the revision task of the metrological technical regulations of the former State Administration of Quality Supervision and Inspection,the Jiangsu Institute of Metrology,entrusted by the China Metrology Association,took the lead in revising the Rules for Measuring and Testing Energy Efficiency of Computer Displays as the main drafting unit.The main drafting units included the Chinese Academy of Metrology and Sciences,and the drafting units included the Fujian Academy of Metrology and Scienc Tianjin Institute of Measurement Supervision and Inspection,Tianjin Samsung Electronics Co.,Ltd.,Asus Computer(Shanghai)Co.,Ltd.

 

　　為了規(guī)范實(shí)行能源效率標(biāo)識(shí)管理的計(jì)算機(jī)顯示器能源效率計(jì)量檢測(cè)工作，依據(jù)JJF 1261.1-2017《用能產(chǎn)品能源效率計(jì)量檢測(cè)規(guī)則》的要求，制定本規(guī)范。

 

　　In order to standardize the energy efficiency measurement and testing of computer monitors for energy efficiency identification management,this specification is formulated in accordance with the requirements of JJF 1261.1-2017"Energy Efficiency Measurement and Testing Rules for Energy Products".

 

　　本規(guī)范代替JJF 1261.6-2012，與JJF 1261.6-2012相比，除編輯性修改外，主要變化如下：修改了名稱和范圍；調(diào)整了引用文件、術(shù)語和計(jì)量單位；刪除了CRT顯示器能效、亮度一致性的要求和檢測(cè)方法；將LCD顯示器劃分為標(biāo)準(zhǔn)顯示器和高性能顯示器，并提出了不同的能效要求；對(duì)使用外部電源的顯示器增加了對(duì)外部電源能效限定值的要求和檢測(cè)方法；將關(guān)閉狀態(tài)能耗改為關(guān)閉狀態(tài)功率，并調(diào)整了限定值要求；增加了睡眠狀態(tài)功率限定值的要求和檢測(cè)方法；增加了僅適用于高性能顯示器的水平視角、固有分辨力及色域的要求和檢測(cè)方法；增加了檢測(cè)設(shè)備；修改了原始記錄格式和檢測(cè)報(bào)告格式。

 

　　This specification replaces JJF 1261.6-2012.Compared with JJF 1261.6-2012,except for editorial modification,the main changes are as follows:modifying the name and scope;adjusting the reference files,terms and measurement units;deleting the requirements and detection methods of energy efficiency and brightness consistency of CRT display;dividing LCD display into standard display and high performance display,and putting forward different energy efficiency requirements.The requirement and detection method of energy efficiency limit value of external power supply are added to the display using external power supply;the energy consumption of closed state is changed to that of closed state and the requirement of limit value is adjusted;the requirement and detection method of power limit value of sleep state are increased;the requirement and detection method of horizontal angle of view,inherent resolution and color gamut which are only applicable to high performance display are increased.The original record format and test report format were modified.

 

　　本規(guī)范引用的文件有JJF 1261.1-2017用能產(chǎn)品能源效率計(jì)量檢測(cè)規(guī)則；GB/T 2829-2002周期檢驗(yàn)計(jì)數(shù)抽樣程序及表(適用于對(duì)過程穩(wěn)定性的檢驗(yàn))；GB/T 8170數(shù)值修約規(guī)則與極限數(shù)值的表示和判定；GB 20943-2013單路輸出式交流-直流和交流-交流外部電源能效限定值及能效評(píng)價(jià)值；GB 21520-2015計(jì)算機(jī)顯示器能效限定值及能效等級(jí)。

　　本規(guī)范規(guī)定了計(jì)算機(jī)顯示器能源效率的計(jì)量要求、檢測(cè)條件、檢測(cè)項(xiàng)目和方法、檢測(cè)結(jié)果評(píng)定和檢測(cè)報(bào)告等內(nèi)容。

 

　　This specification specifies the measurement requirements,test conditions,test items and methods,test results evaluation and test report of energy efficiency of computer display.

 

　　本規(guī)范適用于計(jì)算機(jī)使用的液晶顯示器，也適用于主要功能為計(jì)算機(jī)顯示器，帶有調(diào)諧器/接收器的顯示設(shè)備。本規(guī)范不適用于工程、醫(yī)療、工業(yè)設(shè)備等專業(yè)用途顯示器。

 

　　This specification is applicable to liquid crystal displays used by computers,and also to display devices with tuners/receivers whose main functions are computer monitors.This specification is not applicable to professional display devices such as engineering,medical and industrial equipment.

 

　　本規(guī)范適用于計(jì)算機(jī)顯示器能源效率計(jì)量監(jiān)督檢測(cè)，委托檢測(cè)可參考本規(guī)范進(jìn)行。生產(chǎn)和銷售顯示器的單位亦可參照本規(guī)范進(jìn)行檢測(cè)。接受檢測(cè)的顯示器應(yīng)是生產(chǎn)者自檢合格的產(chǎn)品，或者是銷售者進(jìn)口、銷售的商品。

 

　　This specification is applicable to the monitoring and testing of energy efficiency measurement of computer monitors.The commissioned testing can be carried out with reference to this specification.Units that produce and sell displays may also be inspected in accordance with this Code.The monitors to be tested should be products that are self-checked and qualified by the producers,or goods imported or sold by the sellers.
