On March 5,2019,Anqing Municipal Bureau of Ecological Environment,Public Security Bureau and Transportation Bureau jointly issued the Notice on Road Inspection,Remote Sensing Monitoring and Law Enforcement of Diesel Vehicles Driving on Pavement.On April 1,2019,Anqing Municipality will adopt the mode of joint supervision and law enforcement to carry out road inspection,remote sensing monitoring and law enforcement of diesel vehicle pollution emissions on pavement,prevent and control vehicle exhaust pollution,and improve it.Regional air quality,to protect the health of citizens.

 

　　為防治機(jī)動(dòng)車排氣污染，改善區(qū)域空氣質(zhì)量，安慶市首次利用遙感技術(shù)進(jìn)行機(jī)動(dòng)車污染排放監(jiān)測(cè)執(zhí)法。遙感監(jiān)測(cè)分為固定水平式和移動(dòng)式兩種。近期，安慶市采取聯(lián)合監(jiān)管執(zhí)法模式，重點(diǎn)對(duì)路面行駛柴油車污染排放開(kāi)展路檢路查、遙感監(jiān)測(cè)執(zhí)法。

 

　　In order to prevent and control motor vehicle exhaust pollution and improve regional air quality,Anqing first used remote sensing technology to monitor and enforce the law of motor vehicle exhaust pollution.Remote sensing monitoring can be divided into two types:fixed horizontal monitoring and mobile monitoring.Recently,Anqing adopted the joint supervision and law enforcement mode,focusing on road inspection and remote sensing monitoring and law enforcement of diesel vehicle pollution emissions from road driving.

 

　　據(jù)了解，機(jī)動(dòng)車尾氣遙感監(jiān)測(cè)車由汽柴一體綜合激光遙測(cè)儀主機(jī)系統(tǒng)、光路反射系統(tǒng)、車輛牌照識(shí)別系統(tǒng)和無(wú)線視頻發(fā)射器等設(shè)備組成，可同時(shí)監(jiān)測(cè)汽油車和柴油車的尾氣排放情況。遙感監(jiān)測(cè)車可以自動(dòng)采集車輛排放尾氣的光度和煙度，攝像頭采集車輛信息和尾氣的黑度，然后傳回監(jiān)測(cè)車的終端，車輛無(wú)需停車，就能得出監(jiān)測(cè)結(jié)果。

 

　　It is understood that the remote sensing monitoring vehicle for motor vehicle exhaust is composed of the main engine system of the integrated laser remote sensing instrument,the optical reflection system,the vehicle license plate recognition system and the wireless video transmitter,which can simultaneously monitor the exhaust emission of gasoline vehicles and diesel vehicles.The remote sensing monitoring vehicle can automatically collect the luminosity and smoke of vehicle exhaust,and the camera can collect vehicle information and the blackness of the exhaust,and then send it back to the terminal of the monitoring vehicle.The monitoring results can be obtained without parking.

 

　　遙感監(jiān)測(cè)是一種不影響道路正常通行的排放測(cè)試方式，適用于用車排放監(jiān)督抽測(cè)，機(jī)動(dòng)車尾氣遙感檢測(cè)，主要包括氣態(tài)污染物和煙度檢測(cè)。并且，遙感檢測(cè)技術(shù)具有檢測(cè)效率高、速度快；可以在汽車正常行駛過(guò)程中完成；避免人為造假；可實(shí)時(shí)監(jiān)控等主要優(yōu)點(diǎn)。

 

　　Remote sensing monitoring is a kind of emission testing method which does not affect the normal traffic of roads.It is suitable for vehicle emission monitoring and sampling,vehicle exhaust remote sensing detection,mainly including gaseous pollutants and smoke detection.Moreover,remote sensing detection technology has the main advantages of high detection efficiency,fast speed,can be completed in the normal driving process of the car,avoid artificial fraud,real-time monitoring and so on.
